二月底服務業集體清單截止期限，全國教師會已正式發文經濟部要求公開相關資訊，且看政府如何回應前，OWINFS已傳遞相關資訊如下。

在服務業部份，目前有八份集體要求清單(collective requests)提出以下部門：建築和工程、電腦服務、營造工程、能源、環境服務、金融、海運和電信服務。

這些要求清單由二十四個會員提出(歐盟算一個)，其中有十個國家僅參與一份要求，其餘十四個國家除台灣新加坡智利外，皆為OECD會員國。

-五個會員參與八份要求清單：Australia, Canada, EC, Japan, Korea
- 三個會員參與七份要求清單：Norway, 台灣, USA
- 四個會員參與四份要求清單：HongKong, New Zealand, Singapore, Mexico
- 瑞士參與三份清單
- 智利參與兩份清單
- 十個會員參與一份清單：Iceland, Panama, Peru, Ecuador, India,Malaysia, Pakistan, Paraguay, Saudi Arabia, Turkey

目前雖無法得知要求清單詳細內容，被要求開放的會員提及次數如下：

六次: Indonesia, Malaysia, Philippines
五次: Thailand, Brazil
四次: Argentina, China, Hong Kong, India, Singapore, South Africa,台灣, Turkey
三次: Brunei, Chili, EC, Egypt, Korea, Nigeria, Peru, UAE, Uruguay, USA
兩次: Columbia, El Salvador, Guatemala, Honduras, Israel, Jamaica, Japan, Morocco, Nicaragua, Pakistan, Qatar, Switzerland, Venezuela
一次: Australia, Bolivia, Bulgaria, Canada, Croatia, Jordan, Kuwait, Mexico, Norway, Paraguay, Romania, Saudi Arabia, Sri Lanka, Trinidad and Tobago

也就是說，台灣目前在七個項目要求其他國家進一步開放，也被要求在四個項目中進一步開放，以上的要求清單，從3月27日至4月7日之間，將在日內瓦WTO總部的Service cluster進行複邊談判，4月7日至7月31日前，凡是接到開放請求的國家，須提出第二輪的修訂開放回應(offer)。2006年10月31日，接到開放請求的國家要提出承諾定稿。複邊談判是啥米請自己讀。
