ECR全球評量表

全球評量表

壹、為什麼企業需要ECR評量表？

早期產業之企業各自努力追求企業之營運成
本降低、創造業績新高，但由於台灣市場的需求
變化迅速、全球性競爭劇烈，企業為尋求生存的
利基，不再是靠一己之力量去達成企業之目標，
而是追求產業整體的效率化，除去沒有附加價值
的作業與成本，整體供應鏈將原先的push(推)式
的供應方式轉化成較有效率的以消費者需求的
pull(拉)式，使產銷流程中的每一個環節都以消
費者為導向，掌握市場脈動，促使產品的供應流
程大為縮短，因此藉由「商業快速回應系統」
(QR, Quick Response或ECR, Efficient Consumer
Response,簡稱為QR/ECR)的推動使企業間商品與
資訊快速移動，提昇產業的競爭力，因此企業為測
量自我在ECR的實施效率，而使用ECR評量表為台灣
產業提供企業內部及與交易夥伴之間其供應鏈發展
程度的量度工具；並把在ECR執行的成熟度與台灣及
世界其他企業做一比較。

一、何謂QR/ECR？

Ø 是一種觀念，不是一種新技術，可重新檢
討生產、物流、銷售的流程

Ø 上、中、下游的企業間誠信合作，互相分
享銷售資訊，取得最正確的判斷

回應消費者的需求在最適當的時間，以最適當的價格，
提供消費者最適當的商品

簡而言之，QR/ECR是以更快、更好、更經濟的方式把產品
送到消費者的手中。其中結合供應商、製造商、經銷商、
零售商及基本服務之廠商，在商品的介紹、促銷、銷售和
補給各方面共同合作，以達到滿足消費者的需求。

二、QR/ECR兩大基本原則：

(一)消費者的需求：能夠明白消費者的需求和給予適當的服
務是現今業者成功的主要關鍵。

(二)共同工作：為了創造最佳的消費者服務價值，必須藉
由整體組織共同合作運作，也就是結合公司內部和
與交易夥伴間的合作關係，共同克服達成商業快速效
應的障礙。

經銷商/製造商評量表

此評量表的評分項目是以ECR架構--品類管理，四
個策略--有效率補貨、有效率商品管理、有效率商品介
紹、有效率促銷，這五大類作為評分項目。

『評量表』先前有多種版本，每個國家可以依據自己
需求來設計，當時寶僑(Procter & Gamble)使用經銷商
/製造商評量表，P&G希望此『評量表』能協助產業衡量
導入ECR過程，另一種是由美國Joint Industry Project
(以下簡稱JIT)將評分項目再予以細分更細評分項目，發
表時間晚約一年左右。兩種版本大同小異，唯一不同之處
在於：

(一)計分表的種類：P&G的『評量表』只有一種，可用於
不同合作夥伴間做彼此的評估，而JIT的『評量表』
分為製造商評估批發商、DSD製造商評估零售商
、自我配銷通路(self-distributing)零售商評估製
造商、製造商評估自我配銷通路和評估零售商、批
發商評估製造商、零售商評估DSD(Direct Store Delivery)
製造商等六種。

(二)評分項目：JIT將評分項目再予以細分更細評分項目，
例如在策略方面在分為遠景、接受度、關連性及消費者四類。

區域性評量表

台灣先前所使用的是亞洲ECR評量表，是在ECR全
球評量表還未問世前所使用的評量表，主要提供國內
供應商和零售商來評量公司內部甚至和交易夥伴間在ECR
推動的成熟度評估，在經濟部商業司「網際網路商業應
用計畫」中由資策會推動製造商、經銷商及零售商相互
合作，共同推行一個為台灣量身打造的QR/ECR計畫，以
提昇產業績效及反應速度，最終惠及台灣的消費者；先
前的評量約有三十家公司進行成熟度評估，其結果
與庫寶企業管理顧問公司QR/ECR資料庫中世界之最佳模
式作比較。

QR/ECR的四大主要基本架構也就是ECR全球評量表所要評量的
四個部份，包括：供應管理、需求管理和使QR/ECR付諸實踐的
驅動力-即技術的應用及整合力的應用。

一、需求管理：針對改善消費者的商品，包括品類管理
(Category Management)。

二、供應管理：一系列特別為改善供應鏈上商品流動的活動
，並包括已涵蓋在「快速補貨」及「運作改善」概念內的
原則。

三、驅動力(技術應用)：為使需求管理和供應管理能真正落實
，科技應用的支援是主要的驅動力，例如和交易夥伴間的
系統整合和連結，都必須要依靠技術面的應用來達成，如
過去使用EDI和現在Internet的應用。

四、整合力：需求與供應管理之策略能力結合新科技的應用和
發展，改變舊有的商業模式，並增加與交易夥伴的互動
和價值提昇。
