在維基解密上公布的國務院外交電文中有幾則提到美國人對蔡英文的看法。在2010年2月11號電文提到：


民進黨必須發展政策與立場向台灣社會大眾展示他們有能力取代國民黨。蔡英文看來了解民進黨的缺點，而且已經要求民進黨的顧問像是前台北辦事處駐華府代表吳釗燮開始策劃重要議題的政策大綱以做為十年政綱的基礎。蔡英文告訴處長說，這些政策大綱大概在七月或八月完成。

The party needs to develop policy positions to demonstrate to the Taiwan public that it can be a viable alternative to the KMT, they maintain. Tsai appears to understand this weakness and has directed DPP advisors such as former TECRO Representative to Washington Joseph Wu to develop policy guidelines on major issues that would form the basis of the party's 10-year outlook. Tsai told the Director that these guidelines would be announced in July or August.

由這則電文看來，AIT認為蔡英文了解民進黨的弱點而且知道應該趕快著手策畫政策大綱。

另外一個場景是AIT理事主席柏瑞光來台灣時會見蔡英文、吳釗燮、跟蕭美琴。電文撰寫的時間是2009年11月30日，也就是歐巴馬剛剛訪問中國與胡錦濤發表聯合公報後，內文寫說：

蔡英文跟兩位助手利用跟博瑞光見面的機會展開對歐胡公報法義上的逐字辯論，在通常氣氛緊張的會議中，蔡英文跟他的同事認為公報上，美中兩國尊重彼此對主權與領土的完整是美中關係基礎這句話將被被解讀為美國弱化對台灣的支持。台灣要求美國發表聲明證明美國將不會弱化對台灣的支持。

DPP Chair Tsai Ing-Wen and two senior associates used their meeting with Burghardt to launch a legalistic word-by-word debate over the joint statement issued by Presidents Obama and Hu after their meetings. In an often tense meeting, Tsai and her colleagues, Joseph Wu and Bikhim Hsiao, said they were particularly alarmed that the joint statement had stated "respect of each other's sovereignty and territorial integrity" was fundamental to U.S.-China relations. Tsai told the Chairman she would publicly decry what she saw as an erosion of U.S. support for Taiwan and urged the United States to prove otherwise with statements supporting a peaceful resolution in cross-Strait relations that took into account the will of the Taiwan people. Throughout the meeting, Burghardt insisted the joint statement represented no change in U.S. policy or in U.S. suport for Taiwan.

這一段的關鍵除了蔡英文關心台灣國家利益外，比較有趣的是AIT覺得跟蔡英文開會總是充滿緊張氣氛，就美國的文化上來說，表示AIT把蔡英文當作可敬的對手。

最後一則是2009年12月23號，AIT針對12月20號剛舉行過的反馬大遊行，群眾對蔡英文的反應所做的評論，電文說：

蔡英文享有他當民進黨主席以來最高的支持度，1220反馬遊行的群眾熱列歡迎她上台，跟年初時對她不冷不熱的反應形成強烈對比。主要的原因是在九月的立委補選與十二月五號的地方選舉民進黨贏得勝利，讓支持者與蔡英文本身都更有信心。這樣的發展將幫助溫和的蔡英文在民進黨內推動相對有彈性與開放的中國政策。蔡英文支持度提高也增加她參與2010年五都選舉的可能性，這種選舉通常都是總統選舉的跳板。

Tsai Ing-wen is enjoying her highest level of support since becoming Democratic Progressive Party Chair in May 2008. The crowd at the December 20 DPP rally against President Ma Ying-jeou's cross-Strait policy rousingly welcomed Tsai to the stage, a marked contrast to the lukewarm responses she had received at protests earlier this year. A major reason for the change was the party's strong showing in a September legislative by-election and the December 5 local elections that boosted party supporters' confidence in Tsai as well as her own self-confidence. This strengthened position could help the moderate Tsai advance a relatively flexible and open-minded China policy within the DPP. Meanwhile, Tsai's rising popularity has increased the likelihood she will run in one of the high-profile special municipality races in late 2010 that often have been used as political springboards for presidential candidates.

由這段電文可以看出AIT的電文政治判斷非常精準，後來蔡英文的確參加了五都選舉也成為民進黨的總統候選人，在這段電文中，AIT主要對蔡英文的評價有兩點，第一是她越來越有自信，第二是她代表民進黨內溫和的力量。

總結三段電文，AIT對蔡英文的評價是一個進入狀況的政黨領袖，是位可敬的對手，越來越有自信，代表的是民進黨內的溫和力量，相對於AIT對馬英九無心市政愛擺架子的評語真是大不相同。
