請共同支持台灣諸羅樹蛙棲地的保護行動

2007/6/25台灣鹽水溪畔三崁店糖廠的諸羅樹蛙被正式發現,成為台灣目前已知諸羅樹蛙分布的最南限,突破以往人們認為諸羅樹蛙僅分布於曾文溪以北的地理限制,這樣的發現使我們對於諸羅樹蛙的地理空間分布與族群未來湧現更多的想像與期望。


諸羅樹蛙的身體為翠綠色,腹白,外緣滾白邊,模樣相當可愛,是台灣的特有種動物,僅棲息於嘉南平原地區,也是台灣平原地區唯一的樹蛙,這種樹蛙耐乾旱、喜爬樹,是季風盛行的台灣西南地區平原森林的重要指標物種。

由於平原地區的過度開發,台灣的西南平原幾乎已無大面積的林地存在,目前諸羅樹蛙的棲地大多呈現破碎分割的現象,每塊零碎棲地內的族群量都不大,隨時可能 因為棲地變動而滅絕,使得諸羅樹蛙成為台灣最珍貴稀有的蛙種之一。由於遲至1995年才被正式命名,諸羅樹蛙來不及列入台灣的保育類動物名單之中,但學界 普遍認同諸羅樹蛙具有瀕臨絕滅的壓力,應即刻列為保育類物種,受到法律的嚴格保護,目前相關的立法程序還在進行審查的階段。

三崁店糖廠宿舍區面積約達10公頃,是目前已知單一面積最大的諸羅樹蛙棲息地,估計約有2000隻的諸羅樹蛙群棲息其間,由於棲地完整連續,族群數量龐 大,此區儼然成為台灣諸羅樹蛙的重要種源庫,種源庫能維持物種基因的歧異度,對於物種抵抗環境變遷與各種疾病侵襲具有不可替代的穩固作用。當各地的諸羅樹 蛙群普遍面臨棲地逐漸縮小、族群量難以擴張、重複近親交配等問題,基因歧異度的下降以致於均質化是難以逃避的命運,基因過度均質化的問題已在一些小面積棲 地內出現,譬如孵化率降低、畸型個體比例增高等,因此,三崁店糖廠這塊大面積完整棲地的保護對於諸羅樹蛙整體族群未來的命脈延續便具有難以替代的重要性。

三崁店糖廠宿舍區因為初期的人為植栽經營(1908~1979)與接著的荒廢自然演替(1979~2007)而成為一結構複雜的闊葉森林,林內有演替正常 的覆層植被,在垂直空間上提供樹蛙良好的棲息空間,林下的草本植物、落葉堆滋養許多昆蟲提供樹蛙穩定龐雜的食物來源,錯綜的溝渠及水池則是樹蛙繁殖的重要 場所,整體而言,這塊棲地提供諸羅樹蛙良好的棲息環境。同時,此處也架構起平原森林生態體系的多樣性面貌,使人們得以窺見400年前未大舉開發前的台灣平 原森林群落景象,在自然地景多樣性的維護上提供我們更多的選擇機會。

然而,就在三崁店糖廠諸羅樹蛙群正式發現的兩天後,也就是2007/6/27,竟然出現兩台怪手前來清除樹林,毀壞諸羅樹蛙棲地的事件,這塊棲地的土地所 有權屬於國營企業台糖公司,該公司與建築商預定在此聯合開發600戶的高密度住宅,此開發行動將全面毀壞這塊自然棲地,屆時樹林將消失,諸羅樹蛙群將失去 原本的棲息地,而週邊並無任何適合樹蛙棲息的場所,這塊棲地的地表改變將直接造成這群樹蛙的消滅,也將使台灣諸羅樹蛙的主要種源庫消失,將致使整體族群滅 絕的危機。

目前經過緊急協商,三崁店糖廠諸羅樹蛙的棲息地已暫停施工,除了已破壞的約2公頃林地,尚有8公頃左右的棲地未遭受破壞,但開發單位僅同意停工兩個月供保 育人士「緬懷」這處棲地上曾經有過的人、事、物,2007年8月過後怪手機具將繼續樹木的清除。民間保育團體的諸羅樹蛙棲地搶救行動仍在進行中,此時,急 需各界的關懷與援助,共同支持台灣的諸羅樹蛙及平原森林保護行動!

有時我們都對「生命會找到自己的出路」這句話太過樂觀,所謂「出路」對於許多移動能力差、有效繁殖族群小、環境變遷耐受性弱、特定棲地依賴性高的物種而言,經常與「死亡」或「滅絕」相去不遠,也許我們無法幫助這類物種延續命脈,但至少不要在滅絕的過程中扮演「催化劑」!

In 25 June 2007, Farmland treefrogs habit in the sugar refinery in Sakhamtiam beside Yanshuei River was formally discovered, and came up as the most southern border of Farmland treefrog that has been found in Taiwan till now, breaking through the geographical limit people used to assume, that this species only exist northern of Zengwun River. The discovery gives us more vision and expectation concerning the geographical distribution and the future possibility of Farmland treefrogs.

Farmland treefrog’ body is emerald, edged in white with a white abdomen, and looks very cute. It is the species exists only in Taiwan, solely habits in Jianan Plain, and the only treefrog habits on the plain area. This treefrog can endure drought, likes to climb trees, serving as an important norming species in plains and forests in southwest Taiwan.

Due to over-development in coastal plains, no forests in considerable size are left on southwest plains in Taiwan. In these days, habitats of Farmland treefrogs are scattering, and each fragmental habitat contains groups with very limited numbers; a slight change in the habitat could result in the extinction of the whole group. Farmland treefrogs thus becomes one of the most precious frog species in Taiwan. Not being named until 1995, Farmland treefrogs is not able to be included in the list of endangered species in time. However, the academy generally agrees that Farmland treefrogs is suffering from immediate threatening of extinction, thus should be listed as endangered species and under strict juristic protection. Relative legislative procedures are still under examination.

The dormitory area of Taiwan Sugar Company at Sakhamtiam reaches almost 10 hectares, and is the largest habitat of Farmland treefrogs ever known. There are approximately 2000 Farmland treefrogs in this area. Thanks to a complete and consistent habitat, the number of lives in the group is large, and this area has then become distinctive species source of Farmland treefrogs. The species source maintains the diversity of genes of the species, steadies the species with irreplaceable functions against environmental changes and the attack of diseases. When Farmland treefrogs groups in most places generally suffer from shrinking habitats, limitation of group numbers and repeating inbreeding, declining diversity of or even homogenous genes seems an inexorable fate. Problems of over homogenous genes has appeared in certain small habitats, such as declination of incubation and increased deformations, therefore, protecting the large habitat in Taiwan Sugar Company at Sakhamtiam is of irreplaceable importance on prolonging the future life of the whole Farmland treefrogs.

Due to early man-made planting management (1908-1979) and the later natural evolution, Taiwan Sugar Company at Sakhamtiam has become a broad-leave forest with complex configuration. In the forest, normally alternated covering vegetation vertically provides a suitable space for habitation, while flora and dropped leaves underneath nurse lots of insects, providing steady and diversified food source. Intricate ditches and pools are important locations for Farmland treefrogs to breed. In whole, this habitat is an ideal habitat for Farmland treefrogs. Meanwhile, this area also constructs a multi-layered plain forest ecological system, enable people a view of the plain forest lives in Taiwan that has not been overly developed 400 years ago, and provide us more options in preserving diversified natural geographical sites.

However, soon after the group of Farmland treefrogs was found in Taiwan Sugar Company at Sakhamtiam, that is, 27 June 2007, two excavators showed up and swept the forest away, ruined this precious habitat of Farmland treefrogs. This land is owned by Taiwan Sugar Company (its president was assigned by government, a would-be official enterprise), which has scheduled with constructive company to develop this area into a dense apartment complex for 600 people. This development would totally destroy this natural habitat, the forest will gone, the original habitat for Farmland treefrogs is no more, with no suitable habitat nearby. Changes on the surface of this habitat will directly cause the extinction of these treefrogs, and the main species source of Taiwan Farmland treefrogs will disappear, increasing the possibility of whole-species extinction.

Currently, after an emergency negotiation, development on the Farmland treefrogs habitat in Taiwan Sugar Company at Sakhamtiam has been temporarily suspended, except the already ruined two hectares, 7 hectares remains intact. However, the unit in charge of the development would agree on suspending for only two months, to let environmental conservation members ‘remember’ everything that had once exist on this habitat. In September 2007, the excavator will continue to sweep away all of the trees. Non-governmental environmental conservation organizations continue the saving Farmland treefrogs habitat movements. At this moment, we need your concern and help. Please support the saving Farmland treefrogs habitat and plain forest in Taiwan movements!

**Sometimes, we all become too optimistic for the statement ‘lives will find the way”. The ‘way’, for those species with low mobility, small effective breeding group, low endurance to environmental changes and highly reliance on specific habitat, almost equals to ‘death’ and ‘extinction’. Maybe we can’t make these species last forever, but at least, we would not play a part in their extinction as an ‘activator’!

艸梅,

小小的一個提議,可否把三崁地的地點說明白一點?
我剛找了一下,原來是在台南縣。但應該有不少人跟我一樣不知道三坎地在哪裡,若能寫出來,或是用地圖標出來,我覺得會更好。
