陸委會針對中國打壓我在世界動物衛生組織回應

一直以來，中國不斷濫用政治暴力、變本加厲，對國際組織予取予求，粗暴打壓台灣的國際空間。現在，中國連台灣的動物也不放過，中國更以履行世界衛生組織成 員的義務為肉票，進行政治勒索，政治凌駕衛生健康事務，要求世界動物衛生組織矮化台灣的名稱與地位，以達成中國消滅中華民國主權地位、矮化台灣成為中華人 民共和國一部份的政治目的。

2003年，世界動物衛生組織國際委員會通過決議，以「世界貿易組織」模式將台灣改為「台澎金馬個別防疫領域」。台灣基於維護全球衛生安全，人類健康福 祉，以及國際動物衛生的考量，表達台灣願意委曲求全接受這種模式的立場。該決議也得到全體會員的一致同意，但中國最後並未參與投票且拒絕接受此決議，並對 OIE活動持續進行杯葛，並拒不履行身為世界動物衛生組織成員的責任與義務。

最近，在中國的壓力之下，世界動物衛生組織（OIE）行政委員會已經在5月21日通過中國所片面提出之決議案草案，依據我方取得之資料，其內容對台灣極盡矮化及打壓，包括：

１、宣稱台灣為中國領土的一部份，而中華人民共和國是代表中國的唯一合法政府，並具體要求台灣原有的正式會員身份降格為「非主權區域性會員」。

２、台灣在所有OIE活動、文件、刊物及網站中，只能用「中國台灣」（Taiwan, China）的名稱。

世界動物衛生組織國際委員會即將在5月25日於巴黎表決上述提議。陸委會呼籲國際社會必須關注，譴責中國以政治力干涉國際動物衛生的領域，保障台灣作為會員國應享有之平等權利與義務，以及維護國際動物衛生，並保障人類健康與生命。

同時，我們也警告中國，這種粗暴作法只會激起台灣人民對中國更大的反感，也會引發國際社會與其他會員國的反感，完全與中國倡導「寄希望於台灣人民」與建立「和諧世界」的說法背道而馳。我們希望中國不要一意孤行，一錯再錯、否則所造成之一切後果都必須由中國完全承擔。

事實上，中國長期以來對我國際空間的打壓及阻撓，已到無所不用其極的地步。中國不斷阻止台灣參與聯合國、世界衛生組織及各種國際組織與活動，封殺台灣兩千 三百萬人民在國際社會的參與空間。自二零零五年三月至二零零七年，中國在國際外交上打壓台灣的案例已超過五十件以上；而單以二零零六年為例，中國至少對九 個國際組織施壓變更台灣的會籍名稱，矮化台灣在這些組織的地位。例如「國際醫院協會」（IHF）於當年5月12日召開之理事會，即因中國的施壓，而將我會 之會籍名稱「台灣醫院協會」改為「Taiwan Hospital Association, China」；而國際鳥盟也因中國施壓，而要求中華民國野鳥學會改名。中國種種作為對台灣人民的情感及兩岸關係的良性發展均已造成嚴重傷害。

附錄資料

一、 台灣參與世界動物衛生組織的簡史

台灣於1954年即以中華民國（台灣）名義「Republic of China（Taiwan）」加入OIE成為正式會員國，多年積極參與該組織之活動並提供財政援助。目前OIE有168個會員國，其中我友邦國家有15 國。中國則是1992年加入OIE，台灣被更名成「台北中國」（Taipei China），但中國並不滿意，因此自此拒繳會費及出席活動。為解決爭議，OIE於2003年通過決議案，以「世界貿易組織」模式將台灣改為「台澎金馬個 別防疫領域」，得到全體會員的一致同意，但中國最後並未參與投票且拒絕接受此決議，並對OIE活動持續進行杯葛。今年年會日期為5月20日至25日在巴黎 召開，中國在會議前向OIE片面提出決議案草案，以矮化我參與地位及名稱作為其恢復履行會員義務之前提。5月21日，OIE之行政委員會通過中國所提之決 議案草案，並送交國際委員會在25日進行表決。

二、 依據我方取得之資料，中國向OIE行政委員會所提決議案草案內容

Restoration of the exercise of the legal rights of the People’s Republic of China to the World Organization for Animal Health

Given the international agreement for the creation of OIE done on 25 January 1924, and the entire general rules, tasks and development goals of the OIE members,

Mindful of the need to strive unceasingly to achieve the aim of universality of the organization,

Affirming that it is absolutely necessary to restore the exercise of the legal rights of the People’s Republic of China in order to maintain and promote the work of OIE,

Recognizing that there is only one china in the world and Taiwan is a inalienable part of Chinese’s territory, and the government of the People’s Republic of China is the sole legal government representing the whole of China,

Considering that there is no precedent in OIE to expel a member and considering the fact that OIE has members from non-sovereign regions,

The International Committee of the World Organization of Animal Health (OIE) resolves

To restore the exercise of the legal rights of the People’s Republic of China to OIE in its capacity of an OIE member as a sovereign state and to invite Taiwan, China to participate in the activities of OIE as a non-sovereign member that can only be referred to as “TAIWAN, CHINA” in all the activities, documents, publication, websites, etc. of OIE.
