九月底，EUROPEAN ACADEMY OF BUSINESS IN SOCIETY （EABIS）將舉行第六屆年會。

這次年會的主題很有趣：

"The Emerging Global Governance Paradigm: The Role of Business and its Implications for Companies, Stakeholders and Society" 

企業在全球治理中有何角色？

關於「全球治理」的問題，台灣大體是陌生的，更遑論「企業在全球治理中的角色」。不過，這個問題，對台灣其實沒有表面上看起來這麼遙遠。

台灣為參加APEC會議，針對縮小數位落差問題，提出了 ADOC 2.0 的計畫。縮小數位落差，當然是一個知識經濟時代裡的全球治理議題；但台灣提出的這項跨國計畫裡，企業的角色為何？

特別是，我們也許還可以進一步問：台灣的ICT廠商的角色為何？台灣的 ICT 廠商，作為全球重要的 ICT 設備製造商，對於全球性的數位落差問題，該承當何種企業責任？又能夠承當何種企業責任？

這些問題，好像還沒有被明確的提出，更談不上系統性的考察與反省。

回頭看 EABIS 的年會，對於「企業在全球治理中的角色」的主題，整理了下列的討論題綱：

>What is the role of business in global governance?

>How can and should business contribute individually and collectively through global governance to addressing problems such as Climate Change, Poverty Alleviation and respect for Human Rights as well as contributing tothe achievement of the Millennium Development Goals?

>What is the role of regulation, self-regulation and volunteerism?

>What is the impact of changes in global governance for companies?

>What is the impact of these changes in global governance for stakeholders and society?

>What is the impact of changes in global governance on the leadership qualities and management competencies of future business leaders and what does this imply for management development and education in companies, business schools and universities?

看完這份討論題綱，我的感想是：台灣如果對於「加入國際社會」、「承擔國際社會責任」是認真的，也就應該學習著從「全球治理」的角度， 來思考台灣對於各項全球治理議題的立場，和台灣能做出最佳貢獻的地方在哪裡。

這其中，企業的角色，企業在全球治理上的社會責任，自然是不應該遺落的課題。台灣提出的 ADOC 2.0 計畫，如果要能夠深入，要能夠在縮小數位落差的全球議題產生積極的影響，這些思考，絕對是必要的 homework。
