This is the context we typically use for a picture that has an enlarged (full-size) version to show after clicking on it. Using this context won’t bring up the whole flickr page, which may contain some pictures you want to keep private.
In the first set of brackets, http://static.flickr.com/40/91652251_7357a5ac66_o.jpg is the address of the full-size (_o, i.e., the original) version of the picture. This address can be obtained by first clicking “See different sizes” link on the flickr main page of the picture. On the coming-up page, there are different available sizes shown on the top the page, and the full-sized one is labeled as “Large”. Clicking “Large”, there will be two columns showing up below the picture, and the web address of the picture is the shown in the first column. target=”_blank” simply means to open the (full-size) picture at a new window.
The second set of brackets includes the address and other information of the (smaller) picture that is going to be viewed on the blog directly. This information can be found on the second column below the picture after choosing, say, the Medium, or Small size of the picture.
The third set of brackets is to conclude the first set of brackets.
