歐台會聲明：對歐盟Javier Solana先生的評論
（註：原文標題為「歐洲台灣協會聯合會聲明：針對歐盟安全暨合作委員會高級代表Javier Solana先生的評論」）
最近台灣陳水扁總統發表談話之後，歐盟安全暨合作委員會高級代表JavierSolana先生對台海的穩定發表評論。他在三月六日的新聞稿中表示：「在選舉即將到來的時刻，除非該區域的領導人保持敏感及負責」，要不然台海情勢的穩定會受到破壞。Solana先生除了重述歐盟的「一個中國」政策之外，還主張「雙方應節制會刺激對方以及提高緊張的言行」。他認為解決之道是透過對話、合作、互信建立等方式，並且「這樣的進程不應受到危害」。
身為台灣人的我們，要再次提醒國際社會：東亞區域不穩定的問題製造者是窮兵黷武的中國，而不是飽受中國軍事威脅的民主台灣。中國透過一再宣示台灣是中國不可分割的一個省，從來不避諱它併吞台灣的野心；而中國的軍力擴充，也一直在持續地改變台海現狀。到目前為止，對台飛彈的部署已經增至將近千枚。在2005年三月，橡皮圖章式的中國人大又通過了所謂的「反國家分裂法」；基於這個「反分裂法」，如果民主台灣選擇繼續自由獨立於中國之外，中國解放軍可以被「授權」武力攻打台灣。我們要求中國立即停止對台灣人民的武力威嚇，也要譴責所謂「要求維持台海現狀」的托詞。
我們要求歐盟以及中國尊重台灣的民主。民主僅僅是提供一個和平的過程，使得兩千三百萬人民的意見能夠形成共識。因此，我們完全不能同意：台灣的民主選舉會破壞這個區域穩定的說法。中國的恫嚇不應該、也不可以被視為是理所當然，而台灣也不可能完全聽命於北京的政權。
宣稱台灣是中國一部分的「一個中國」政策根本就是虛幻的。台灣是一個自由民主、有主權的國家；共產中國從來沒有統治過台灣，台灣當然不是現今中國的一部分。任何嘗試解決台海問題的認真努力，都必須本於現實；違反事實地聲稱台灣不是一個完整的民主主權國家，是絕不可能為台海關係提供一個務實的解決之道。這個與現今台海狀況脫節的「一個中國」政策，會使得中國誤判為國際對武力犯台的支持，而增加了台海衝突的危險；它同時也阻撓了雙方的相互承認、和平對話。身為台灣人，我們絕不支持任何基於違反台灣人民意願的虛幻陳述所提出的政策，並且要在此呼籲國際社會以及歐盟揚棄這個時空錯置的「一個中國」政策。

Following Taiwan President Chen Shui-bian’s recent remarks, Mr. Javier Solana, European Union High Representative for the Common Foreign and Security Policy, commented on the stability across the Taiwan Straits. On March 6, he said that the stability would be undermined “unless regional leaders acted sensitively and responsibly, especially at a time when elections were pending.” Mr. Solana reiterated EU’s “One China” policy and insisted “both sides to refrain from statements or actions which might provoke the other and raise tension.” He stated that the way forward is through dialogue, co-operation, confidence building, etc, and “this progress should not be jeopardised.”
As Taiwanese, we remind the international community that it is the Chinese belligerence that contributes to instability in the region, not democratic Taiwan which is under China’s threat. By asserting Taiwan as its renegade province, China has always been clear about its plans to annex Taiwan. The so-called “status quo” continues to be altered by China with its ongoing military buildup. At this moment nearly 1000 ballistic missiles are deployed aimed at Taiwan. In March 2005, China’s rubber-stamp legislature approved its “Anti-Secession Law” that “legalises” a military attack on Taiwan in case Taiwan wants to remain a free and democratic nation. We demand that China immediately stop its military threat against the people of Taiwan, and we denounce the plea to maintain the status quo in the Taiwan Strait.
We request EU and China to respect Taiwan’s democracy. Democracy is a peaceful process where the will and wishes of the 23 million Taiwanese people prevail. Commenting Taiwan’s democratic elections may undermine the regional stability is disturbing. China’s bullying is completely unacceptable, and Taiwan will never solely act in accordance with the wishes of the Beijing regime.
The “One China” policy that claims Taiwan a part of China is a fiction. Taiwan is a free, sovereign, and democratic country that has never been a part of communist China. Any serious attempt to resolve the cross-Strait relationship has to reflect reality. Pretending Taiwan is not a full-fledged democratic sovereign country is unrealistic and cannot lead to any pragmatic solution. The antiquated “One China” policy conveys the wrong message to the Chinese government and increases the risk of conflict in the Taiwan Strait. It also stands in the way of mutual recognition between China and Taiwan and of peaceful dialogue. As Taiwanese, we do not support any policy built upon fictitious statements that are against the desire of the people of Taiwan, and call upon the international community, as well as EU, to abandon the anachronistic “One China” policy.
