青雲直上

 
英國的《經濟學人》(
The Economist)雜誌自一八四三年九月創刊至今,已走過一百六十二個年頭,在目前各大國際性新聞雜誌中,不僅是歷史最悠久的一份,而且廣受世界各國政經學術菁英重視。電腦軟體業鉅子比爾.蓋茲曾說:「《經濟學人》是我花最多時間閱讀的一本雜誌。」

儘管刊名頗具學術氣息,似乎會令一般讀者望而生畏,然而《經濟學人》周刊在總編輯比爾.艾摩特(Bill Emmott)的領導之下,近年來業績蒸蒸日上。據英國「報刊發行量稽核局」(ABC)調查,《經濟學人》的每周銷售量,在去年二月已堂堂突破一百萬份,為母公司「經濟學人集團」帶來一千一百五十萬英鎊的稅後純益。

如今《經濟學人》在美國每周可以賣到五十萬份,零售量已超越三大勁敵《富比世》、《財星》與《商業周刊》。同時《經濟學人》也大力擴展市場,除了歐洲與北美之外,也前往亞洲、非洲與中南美洲開疆拓土,目前在亞洲已達到十一萬份的銷售量。

此外《經濟學人》至今仍賡續一項極具特色的傳統:所有文章都不署名。艾摩特解釋,這種作法能夠讓雜誌呈現出一種「集體的聲音」,他說:「《經濟學人》的品牌認同非常突顯,這有賴於記者之間的通力合作。雖然有些文章並不是集體寫作,但是在取向與方法上仍然具有集體的意義。」

中東戰未休


A new prime minister will at least have a chance to make a fresh start and begin undoing some of the costly mistakes Mr. Jaafari has made since taking office last April. These include, most prominently, his willingness to allow sectarian militias, death squads and torturers to infiltrate the security services and his failure to insist on professional management of the oil industry and other essential economic sectors.
Iraq's hopes for democracy, and even its existence as a single nation, could probably not have survived a second Jaafari term.

To its credit, the main Kurdish party supported Sunni Arabs in refusing to vote for Mr. Jaafari in Parliament, thereby denying him the two-thirds support he would effectively need there to form a fully functioning government. That eventually caused even key Shiite allies to withdraw their support. But his critics' victory is only partial. The price of Mr. Jaafari's withdrawal seems to have been an understanding that his replacement will come from his own lackluster Dawa party, which, besides being fundamentalist and pro-Iranian, has formed a bloc with the most violence-prone and anti-American Shiite faction, led by Moktada al-Sadr.

功過三七開


遠流出版公司因為編輯立場等諸多因素,決定不出版華裔英國作家張戎撰寫的《毛澤東:不為人知的故事》中文版。遠流昨日已經通知張戎這個決定,目前國內尚無傳出有出版社決定搶購該書版權。

王榮文對於「失去了一本暢銷書」表示高度遺憾,說他自己有「悵然若失的感覺」。他說編輯者對於史料也應採取較高的立場,他盼望對於該書的討論,能夠回歸到理性的學術內容。     

張戎以及為她經紀該書的鍾芳玲,截稿前並未回覆採訪的請求,但上周鍾芳玲曾表示她對此事「完全沒有立場發言」。據了解,張戎比較強調的是遠流是在我國名將胡宗南後嗣及舊部壓力下放棄該書,也認為出版者對於她提出的修改書中內容建議,已經牽涉到刪改史實,因此不能接受。

在台灣引起爭議的部分,是該書第29章〈蔣介石失去大陸〉的12頁篇幅。該章把我國名將胡宗南指為共產黨的代理人,以此說明當時在延安毛澤東一再兔脫的原因。胡宗南的兒子、我國駐新加坡代表胡為真因此多次提出抗議,上月底還與多位退役將領前往遠流公司表達立場,遠流公司人員形容這麼多將軍出現的景象是滿天星星,相當壯觀。     

王榮文說,遠流放棄出版的原因,是張戎的作品中,沒有直接證據足以說服他;而他作為編輯者,也必須有編輯的立場。王榮文表示,他接觸到的許多學術研究者也對張戎的研究表達質疑。

With Liberty and Justice for All


A recurrent complaint against new immigrants — particularly Latinos, the overwhelming majority at most rallies — is that they are slow to assimilate. But these crowds clearly had internalized at least one pillar of the American way: that peaceful dissent can spur a government to action.

Though recent immigration developments in Washington had been a discouraging mix of stalemate and cold political maneuvering, the marchers seemed motivated less by a sense of grievance than by hope, and the pure joy of seeing others like themselves rallying for a precious cause. They were venturing boldly from the shadows and daring the country to change its laws, but were doing so out of a desire to participate in the system, not to undermine it.

This became especially clear when the thousands on the Mall recited the Pledge of Allegiance, reading from yellow sheets printed in English and in a crude phonetic spelling to help Spanish speakers pronounce the unfamiliar words. Something about the latter version — with its strange sense of ineloquent desire — was enough to provoke tears.

酒神的陷阱

SEVERAL recent studies have garnered wide attention for reconfirming the tragic disconnection of millions of black youths from the American mainstream. But they also highlighted another crisis: the failure of social scientists to adequately explain the problem, and their inability to come up with any effective strategy to deal with it.

The main cause for this shortcoming is a deep-seated dogma that has prevailed in social science and policy circles since the mid-1960's: the rejection of any explanation that invokes a group's cultural attributes — its distinctive attitudes, values and predispositions, and the resulting behavior of its members — and the relentless preference for relying on structural factors like low incomes, joblessness, poor schools and bad housing.

So what are some of the cultural factors that explain the sorry state of young black men?

I call this the Dionysian trap for young black men. The important thing to note about the subculture that ensnares them is that it is not disconnected from the mainstream culture. To the contrary, it has powerful support from some of America's largest corporations. Hip-hop, professional basketball and homeboy fashions are as American as cherry pie. Young white Americans are very much into these things, but selectively; they know when it is time to turn off Fifty Cent and get out the SAT prep book.

For young black men, however, that culture is all there is — or so they think. Sadly, their complete engagement in this part of the American cultural mainstream, which they created and which feeds their pride and self-respect, is a major factor in their disconnection from the socioeconomic mainstream.

綻放的跳舞蘭


身著紅毛衣、獻上黃色「跳舞蘭」,雲門舞集創辦人林懷民,昨天在台北藝術大學羅曼菲紀念展中宣布,羅曼菲家屬已將她留下來的遺物變賣加上家屬捐出共
400萬,成立「羅曼菲舞蹈獎助金」,鼓勵有才華的年輕人。    

林懷民說:「相信曼菲一定很開心,她對年輕人的照顧會像今天的花(文心蘭)一樣不斷地陸續綻放」。舞蹈家羅曼菲已於324日平靜往生,得年51歲。為追思這位在該校專任20年的藝術家,至42日的紀念展將展出她生前的美麗剪影和演出作品影像,供大家追思。會場特別以她生前喜歡的跳舞蘭布置,到場的人都手持一朵跳舞蘭獻給曼菲。

盲點

由《紐約時報》國際事務專欄作家佛里曼(Thomas L. Friedman)所著《世界是平的》(The World Is Flat)一書,不但已成為全美暢銷書排行的常勝軍,書中所傳達的觀念,似乎也成為全球商業界的一種共識。微軟創辦人蓋茲就強力推薦此書,認為是所有決策者、企業員工都必讀的一本書。但最新一期《哈佛商業評論》中的遠見(Forethought)專欄,卻獨排眾議。作者普魯塞克(Laurance Prucek)指出,前述觀念是一種將「資訊」與「知識」混為一談的錯覺。網際網路的無遠弗屆,固然使所有人都能齊平地站在世界舞台上,但其中仍存在著許多限制,並非只要透過連結(connectivity),就能解決所有問題。     

為了強調世界是平的,佛里曼特別引用了蓋茲說過的話:「廿年前,人們寧願是一個歐美國家的平凡學生,而不是住在上海的奇才;但時至今日,大家卻渴望成為後者,因為你能將自己的才智,輸出到世界上任何一個角落。」聽來似乎言之成理,但普魯塞克提出反例。「透過Google無所不能的搜尋,每個人都能在網路上得到任何資訊,包括如何進行切除盲腸的手術。但相信沒有人敢隨便讓一個上海的天才學生,來為自己開刀,除非他真的經過多年的訓練。」

今日台灣,在發展資訊科技方面不遺餘力,但並不是讓每個人上網、收發電子郵件,就能讓大家在所謂「平的世界」裡,與全球平起平坐。相反地,我們似乎只造就出一群活在網路虛擬世界、沉溺於線上遊戲、以火星文溝通的新新人類,更令人擔憂其未來的競爭力。問題在於許多人只迷信「資訊」所帶來的效率,而不思「知識」所追求的真正效果。如同在理財上,資訊的流通雖讓更多的投機方法現形(例如卡神的作法、或金融市場的套利模式等),但在缺乏對企業管理及純正投資的知識下,許多人無知地對投機趨之若鶩,不但使市場更混亂、風氣更敗壞,社會整體的財富也將日益縮水。

許多人(如宣稱地球是平的之作者Friedman)說,在這個全球化和知識經濟的時代,只要自我投資,提升教育和技術能力,就能成為全球化浪潮中的獲益者。

另一個美國自由派經濟學者/紐約時報專欄作家Paul Krugman,最近寫了一篇犀利的文章,戳破這個迷思。她說,從美國的統計數字看來,真正獲勝者不是百分之二十的高技術者,而是百分之一的新寡頭。

中國人總相信,只要口誦法號,便得觀世音普薩尋聲救苦,可惜這畢竟是宗教信仰。世俗的經濟問題,自然不是觀世音或"deus ex machina "能使得上力的。

理論上,任何偵查中案件的相關訊息,除非基於公共利益之目的,否則相關資訊的公開必須非常小心。但在實務運作上,許多重要或社會大眾關心案件的資訊,經常會無端的被媒體公開,這其實是我們最應該痛加檢討的制度因素。
