Title: Rebuilding Homes for IDPs (RHIDP)

INTRODUCTION
Article 1: Short Overview
According to Internal Displacement Monitoring Centre, IDP is short for "internally displaced person". Some 26 million people worldwide currently live in situations of internal displacement as a result of conflicts or human rights violations. They were forced to flee their homes because their lives were in danger, but unlike refugees they did not cross international borders. As a result, the treatment towards the refugees and IDPs should be different especially when their plight receives far less international attention.
Based on the experience in Chechnya and Georgia over South Ossetia, the Russian Federation already noticed and realized the importance of improving the lives of IDPs and other people involved. Since there are still millions of IDPs all around the world, especially in Sudan, Turkey, Somalia, Pakistan, Nigeria, Colombia and Iraq, the problems of IDPs may not only cause the violations of human rights but also lead countries to unstable conditions or even wars where more people are being killed.
Therefore, it is vital to solve these IDPs problems to make the world more peaceful. Yet it takes all the countries around the world to work together. The Russian Federation suggests setting up an international foundation in which participating countries could loan to the needy countries with low-interest. The money will then promote the public construction and provide medical assistance and the necessary supplies.

Article 2: Details of Proposal
1. First, a meeting will be hold. Participating countries will have to send their representatives to the meeting. The Russian Federation would be honored to hold the first meeting. Participating countries should meet regularly.
2. In the very first meeting, participating countries will agree on the time and place for future meetings and on the appropriate interval between the regular meetings. Participating countries will also discuss current position of IDPs and reach a common consensus regarding the definition of IDPs.
3. A fund will be raised among participating countries whose contribution account for 0.005 % of country´s annual budget. Fund management will be under the responsibility of foundation whose members are the representatives from each country.
4. After the first meeting countries will be categorized into three levels based on their population of IDPs. Preliminary thresholds are set at 500 000 and 10 000 IDPs to form three groups: high incidence, medium incidence and low incidence.
5. The foundation will urge the countries in need to address their programs for rebuilding homes for their IDPs. If any country is in need of assistance, the Russian Federation is willing to help with creation of such programs drawn on our experience.
6. Programs addressed by countries should ensure that programs are practicable and needed and state how the schedules are arranged and what their expected outcome is.
7. Programs will then be discussed and assessed in a meeting of the representatives of participating countries and the countries in need. Decisions will be made on which programs to support. Only participating countries have right to decide.
8. Those countries in need whose programs are accepted will have to carry out the programs within a specified duration. The foundation will appoint a supervision team of experts who will monitor the programs. The team will suggest eventual correction and can suspend the program.
9. The countries in need can request from the participating countries to provide necessary material or human resources and technology for successful execution of their programs. In order to promote donation among countries, the rebuilding plan shall include at least 5 % purchase from participating countries.
Article 3: Costs of RHI
1. The overall amount of funding we aim to raise is at least $50 million dollars.
2. We ask for a mere 0.005 percent of each participating country's annual budget to help solving IDPs problems.
3. The detailed distribution of fund money will be decided during the regular meeting.
Article 4: International Support
The Russian Federation expects a widespread support on this proposal’s principle and ideas. The details are to be specified during the first meeting according to the consensus reached by participating countries.

Article 5: Closing Remarks
IDPs problems have tormented the world for so long that it is time for the whole world to take some action. These people have found themselves in a very difficult situation, they have seen enough tragedies and lives are not easy for them. IDPs problems relate not only to human rights but also to regional order and the world peace, therefore their problems can affect all human beings if not being taken care of soon. Patience and perseverance is required, and the road ahead will be difficult. "Rebuilding Homes for IDPs" will be there to make future different for IDPs.

真是好一個成長的過程啊
從來沒有待在學校待到半夜兩三點
跟同學去吃宵夜看星星
聽起來很溫馨但我還是寧願去睡覺
不知道我學到了甚麼
可能學到了以後真的別太雞婆自願當組長
但不得不承認
要不是有我當組長
不然整組的效率應該會比現在還要更糟
算是非常狂妄的說法
就讓我自以為一下吧
可能學到了外國人真的是很難相處
總之
這不是一堂好惹的課
過去幾個禮拜有好幾次想罵髒話想放棄想哭都是因為這堂課
現在應該算是暫時告一段落了
希望是
要說是否從中得到一點的成就感
我不知道耶
最後這篇Proposal也被Withdrawn
很不爽
雖然也因此我的責任也減輕了不少
但有種一切努力付諸流水的感覺
希望學弟妹可以快樂一點
