No money? MYJ regime raises debt to increase domestic demand by issuing coupons etc. He at the same time cuts military personnel from 270 thousands to 180 due to same reason of "no money". What a tricky policy can be.
Trickier is the military service system thus changes from the conscription to the voluntarism, which could mean something else under the laws of war.

Two members China and TPKM of WTO concluded four agreements and plan to conclude more. Are those agreements in breach of WTO legal framework? My question is beyond this. The status of the two is the core issue. Is the two a central and a local government under municipal law? Or the two gave the other a de facto recognition under laws of war?
