The flood and the damages broke the record of Taiwan. But Ma regime seems it's nothing to do with him. The "mess" itself may refer to his impotence. However, his doing less or nothing and the refusal the help from the US and Japan is beyond ridiculous. Is he waiting for China so he refused the US and Japan?

Ma's cruel and coldhearted is the same as Burma military government.

Ma seems to imagine himself as a Chinese emperor or more likely the Qing emperor. Yet, as an emperor, NOW he has to "condemn himself" or "step down" for the disasters happen one by one and for his doing less or nothing. Otherwise, he is a "THIEF" not only steal the mandate of the heaven but cheat the trust of his people.

2009.08.02分別從陸委會與國台辦的網站上察看「兩岸」所簽署的「協議」（陸委會稱「兩岸協議」，國台辦稱「兩岸有關協議」），陸委會列出9項，從2008.11陳雲林以來的幾項協議完全闕如。相對的，國台辦則認為是15項。陸委會的闕如，可以視為官僚紀律鬆弛，菁英主義作祟，但也可能是「難言之隱」。

It is very interesting know that the "signed by" in English means "to declare" not "actual signature".
Roger Lin wrote that Cairo "declaration", Potsdam Declaration, Japanese Instrument of Surrender as well as SFPT formed a set of international law documents in legal view point. And we should collect the articles by maestros of international laws referring to the effectiveness of documents without signature.
I think of Atlantic Charter of 1941 is one of the above set documents. And the "Oppenheim's International law" wrote a declaration can not enter into forces if no signature.

Central Library of ROC have "quoted" Oppenheim's International Law that a "Press Communiqué" is valid even it has NOT been signed or initialed.
It is a fake or at least misled by something.
Indeed, the simplified Chinese Oppenheim's International Law p.630 has printed as such. However, if you look at the note 44 of the paragraph you will see it 100% contrarily. The note 44 said ... since the "Joint Communiqué" is not signed or initialed it is NOT valid...

對於部分人而言，執政很簡單──就是讓人民「感覺良好」。
其具體步驟就是媒體吹捧或媒體言不及義，將台灣人民「總白癡化」就可以了；當然，控制國會議員的大嘴巴也很重要。
再不行就「改數字」，但其代價是整個社會的長遠未來，而且具有不可回復的毀滅性。
治國一如烹小鮮，在部分人心中，治國真的只是「感覺的把戲」。
 

嚇很大！　財政部估今年稅收短徵2000億　創史上最大金額　■Now News（2009.07.08）

財政部統計今年上半年全國賦稅收入實徵淨額為8579億元，較去年同期減少1901億元，減幅18.1%，無論減少金額還是幅度，都是史上最大，官員直言，從沒碰過這種情形，預估全年稅收恐將短徵2000億元，這也將是史上短徵金額最多的一年。

財 政部今（8）日發布6月份全國賦稅收入初步統計，6月份實徵淨額為3280億元，較去（97）年同月減少16.5%；累計1至6月實徵8579億元，較去 年上半年減少1901億元，減幅18.1%，無論是減少金額還是幅度，都創下民國62年開始進行這項統計以來的最大跌幅。

財政部統計長林麗貞表示，受到去年第4季景氣急速下滑影響，企業獲利大幅縮減，反映上半年景氣的營利事業所得稅及綜合所得稅結算申報自繳稅款也隨之減少，加上調高所得稅扣除額及實施延期繳納措施，致使上半年稅收減少1901億元。

但即使將核准延期繳納的114億元稅款計入，上半年稅收實徵數也才8753億元，仍較去年同期減少1727億元，減幅仍高達16.5%，還是史上最大減幅。

相關官員也坦承，沒有碰過這種情形，沒想到金融海嘯會造成這麼大的衝擊，即使是民國91年網路泡沫化時，上半年減少的金額也只有542億元。

由於上半年關稅、營所稅、貨物稅、營業稅等稅收的年減幅度也創下史上最大跌幅，雖然預期下半年的貨物稅與證券交易稅收可望有不錯的表現，但財政部還是預估今年全年稅收恐將短徵2000億元，比民國92年因網路泡沫而短徵的1200億元來得多很多。

中央政府稅收自民國93年起呈現超徵，今年將是連續超徵5年以來，首次出現短徵情形，且將是短徵數最多的一年。http://tw.news.yahoo.com/article/url/d/a/090708/17/1mp6n.html

One of the points is the US DoS keep claiming political issue principle in the court to deny its obligation under international treaty of peace, which means the US's abandon of uti possidetis. That will leads to unpredictable situations.

重點之一是：因為短視遂引用政治問題原則迴避和平條約責任，造成放棄uti possidetis（因戰爭的佔領事實）的「重大後果」。

Japan MOFA deputy ministers hold secret agreements. Besides this, they have the authority to tell the Prime Ministers as well as Foreign Affair Ministers or not. The 56^th PM Ikeda has been told while his successor Ikeda has not. The transfer of secret was thus terminated. Edwin Oldfather Reischauer had to tell the 68^th PM Ohira to link the story himself. Wow

有一個秘密傳承的文件？這不是電影《國家寶藏》的故事嗎？
有趣的報導是：
歷任外務次官全權管理密約並僅將密約內容告知「所信賴的首相和外相」──秘密，不一定在最高首長手上，而在次官；次官看首長值得信任才講。
岸信介到池田勇人，傳承中斷，結果是「巨大的影子」美國駐日大使賴和「不得不就密約再次（向大平）做出說明」。

馬英九出國前的演說中提及，「我國與巴拿馬有非常長久的關係，早在1909年就已經建交，兩國交往整整1個世紀，邦交非常穩固，雙方互動也非常頻繁。」

誰，是馬應九口中的「我國」，而和巴拿馬建交呢？

與巴拿馬建交的是「中國政府」，是在北京的「大清帝國政府」。1912.02.12接受「大清帝國政府」權力移轉的北京「中華民國政府」，這時還沒個影子。

1909年與巴拿馬相互「國家承認」＋「政府承認」的，是「中國」。

當時的台灣已經是日本的一個「外地」，並非國家，也無外交權。

這是「中國」的業績，不是台灣的。

中國，是「國家」（state）。

大清帝國、中華民國、中華人民共和國，是「政府」（government）。

馬英九，是「政權」（administration or regime）。

看到「國」就以為是state的話，那蔣經國，是哪一「國」？

Unfairness was one of the reasons why the western powers asked the extraterritorial jurisdiction or the consular jurisdiction from Chinese authority.
They asked it not only in China but in many countries as well.

Can Taiwan ask the jurisdiction? I do not think so. What Ma is going to do besides playing with words?
