拒絕合祀的靖國英靈

【Comment】靖國問題，牽涉宗教（神道教、國教、宗教自由、私人祭祀、合祀）、國體維持（天皇、民族、國立祭祀機構、香火錢）、軍國主義（戰爭責任、戰犯、人民）、國內政治（中央邊陲、受害者與加害者）、國際政治運用（中韓的參拜利用）等，糾葛萬端。其結果是，使許多本可以輕易理清的思路，分別處理的，也都被迫攪在一起。

台灣人的想法是，有人祭拜這無疑是好事，怎會告官說不要？這是有應公的萬應文化、中元文化的溫情展現。但顯然日本人不這樣想。控方主張和重視的是「人格權」，並非被祭祀或撫慰的福利，即使當事人已經依據日本文化往生成「佛」，不再是「人」。 ...繼續閱讀

◆日本，怎樣看庫頁島與台灣？

庫頁島【Comment】Shouldn't Japan regard status of Taiwan as an undetermined territory like Southern Sakhalin?
Southern Sakhalin was ceded by Russia to Japan Empire in 1905, according to the Article 9-annex of the Treaty of Portsmouth. Russia occupied there few days before Japan's surrender in 1945.
However, Japan just renounced Southern Sakhalin as well as other territories in SFPT.
If Japan sees Southern Sakhalin an area yet to determine under international law, she should treat Taiwan the same way as well.

◆德國部隊，戰後首次駐留法國

【Comment】

至少從19世紀中葉起，德法兩國就如貓與狗一樣相互看不順眼。
這是來自歐洲大陸上，普魯士竄起將領土鬆散的神聖羅馬帝國，建立（統一？）德國後，讓歐洲形成「英－法－德－俄」的地緣政治格局，更是一次大戰、二次大戰的巨大震撼。
法德聯合旅的實現，是數百萬、千萬人犧牲與流離失所

◆USCENTCOM：「阿富汗任務難於伊拉克」

USCENTCOM AOR 這新聞有意思。
因為阿富汗出兵是從一開始即為UN安理會正式授權下的任務，只不過「美國是大股東」（大股東又來了！）。現在的增兵，不知詳情但也必然與NATO有關。

◆UAE的杜拜與世界第一高樓

幾個有錢國家，競相建造世界第一高樓。杜拜除了矢志超過1000公尺的杜拜塔（Burj Dubai）外，還有Nakheel塔（Nakheel Harbour and Tower）。不過，因為金融海嘯，棕櫚島集團決定暫停杜拜塔一年，Nakheel公司也延宕Nakheel塔的計劃。
金融海嘯才吹起半年，許多計劃就往後延宕。假設被抽銀根就停擺，即使不是赤字也至少代表周轉不順，顯示其原先的資金計劃過份樂觀。但或許，金融樂觀（將資金效率發揮到極致）正是前一陣子的主流作風，當然也種下今日慘澹的原因。

◆非UNSCR 1851授權下的「俄中遠征護航」

【Abstract】The UNSCR 1851 authorized member states to sent war ships deterring piracy offshore of Somalia. However, Russian and Chinese war ships escort their own national flag vessels and do not joint the coordination system.
Do Russian and Chinese war ships there under the authority of UNSC?
If not, it is the first time for Chinese Navy sending expedition this far for over hundreds of years.

◆美國總統就職與DC

華盛頓宣誓
【Comment】

美國總統宣誓就職不僅以宗教宣誓始，最後還有宗教祈禱會做為結束。這項始自林肯的傳統，以「憲法傳統」為名義被貫徹，足見「政教分離」在美國還有一點疑義。但若從歐洲史來看這件事，還會聯想到divine right，也就是「神授君權」的影子。換言之，總統即使是人民選舉產生之後，還要接受上帝的派任（以教堂內「祝福」的形式為之）其權力才得以完整無缺。


美國總統的誓詞，並無「接受國家最嚴厲之處罰」。法治，只要忠實執法就可以了，說「最嚴厲」，實屬蛇足，是灑狗血或政治表演之流。 ...繼續閱讀

Why Russian and Chinese participate in the anti-piracy mission under UNSCRs, yet they do not join others as a team. How can this mission operate in this circumstance?
Russia and China just escort of their own national flag vessels. In short, they do not disrupt or deter pirates. What they care about is their properties and business, not the marine environment.

China escorting Taiwanese vessels could give the sign that the latter is already a part of the former voluntarily... The US opposes that issue...
