這篇報導，要看英文才懂在講什麼，中文又短又簡略。
原來，「中轉」是「過境」（transit）、是飛越（flying over）俄羅斯領土到阿富汗，而飛機，是軍用飛機，運輸的物資限於非致命性武器的物資（non-lethal supplies）。而且，俄國的管轄權是全天候的。這樣看來，可以適用的是可能：美國本土到美軍基地「中轉」，再飛越俄羅斯領空進入阿富汗，或反過來先經過俄羅斯領空到吉爾吉斯基地再到阿富汗等的狀況...。這樣就不必受限於「美軍中央司令部」（US CENTCOM）的防區（AOR）必須，今後，甚至可以直接從「美軍歐洲司令部」（US EUCOM）而來，不必非看南方航路巴基斯坦與伊朗的頭面。
因為早有德國（素來是西方對俄國較有影響力的國家）、法國與北約有此協議，美國簽協議，大概只剩下象徵性意義。加上，北約駐軍阿富汗，是聯合國授權光明正大的行動，較有趣的是大哥們終於出面握手。

The US status on this issue was the words of Dulles in San Francisco Peace Conference that "Some question has been raised as to whether the geographical name "Kurile Islands" mentioned in article 2 (c) includes the Habomai Islands. It is the view of the United States that it does not. If, however, there were a dispute about this, it could be referred to the International Court of Justice under article 22."
Nevertheless, the issue becomes the legal obligation of Japan government.

The Chosun Daily reported that there are 5 sea lanes for the US carriers through Japanese territorial sea. Japan restricted its territorial sea width from a regular 12 miles to 3 miles for this.

The US enjoys the right of transit passage as well as innocent passage under UNCLOS. The US definitely enjoys more rights as an ally of Japan.

【Abstract】

Kim Jong-il pledged to withdraw from the armistice of Korean War.  This action will leads to a difficult situation for all parties, especially for Beijing.
1. Does NK's claim mean a formal withdrawal from the armistice?
2. Does the withdrawal mean wage of war or the "Police action under UN"?
3. What the withdrawal means to its Korean War ally PRC? And PRC is a permanent member of UNSC.

NK is exercising the practice of "Revolutionary Diplomacy" which KMT and CCP are familiar with. And the tough situation originated from 1949, the "Reverse Hostility". People are suffering from it for over six decades.

It seems some in the report are the imagination of the journalist.
1. No state extradites any person who holds its own citizenship to other country. There will be no such a scenario as the journalist writes.
2. Neither ROC nor Taiwan is a state that they have no status to conclude a Treaty with a state under international law.
All 36 "agreements" have been signed since 1979 between "Taiwan" and "USA" is in fact carried out by TERCO and AIT, pretty much like the things MYJ is doing now with Beijing... But something different there...
