The Northern Territories of Japan is one of the un-determined issues of SFPT. The US status on this issue was the words of Dulles in San Francisco Peace Conference that "Some question has been raised as to whether the geographical name "Kurile Islands" mentioned in article 2 (c) includes the Habomai Islands. It is the view of the United States that it does not. If, however, there were a dispute about this, it could be referred to the International Court of Justice under article 22."
Nevertheless, the issue becomes the legal obligation of Japan government.

One of the points is the US DoS keep claiming political issue principle in the court to deny its obligation under international treaty of peace, which means the US's abandon of uti possidetis. That will leads to unpredictable situations.

重點之一是：因為短視遂引用政治問題原則迴避和平條約責任，造成放棄uti possidetis（因戰爭的佔領事實）的「重大後果」。

"National Treasure" might not be a fiction.
Japan MOFA deputy ministers hold secret agreements. Besides this, they have the authority to tell the Prime Ministers as well as Foreign Affair Ministers or not. The 56^th PM Ikeda has been told while his successor Ikeda has not. The transfer of secret was thus terminated. Edwin Oldfather Reischauer had to tell the 68^th PM Ohira to link the story himself. Wow

歷任外務次官全權管理密約並僅將密約內容告知「所信賴的首相和外相」──秘密，不一定在最高首長手上，而在次官；次官看首長值得信任才講。
岸信介到池田勇人，傳承中斷，結果是「巨大的影子」美國駐日大使賴和「不得不就密約再次（向大平）做出說明」。

純就經濟說，資金長期由一方流向另一方，會造成失衡。
解決方式有二，設立防水艙阻止資金流動，以及資金沖回。
顧慮到經濟背後的政治因素，台灣派傾向禁止流動（戒急用忍）。
相對的，「中國」國民黨則傾向經濟歸經濟，而認為用相對開放方式來沖回。

這是第二次「延期」，第一次是2008年宣稱在今年4月底起要國外公開數位家電核心的資訊安全程式「原始碼」（Source Code）。今年4月底時間到，結果，延期！
經濟事務也好、政治事務也好，很難蠻幹。
根本之道是自創一套標準，讓大家自願、逐漸、願意採用。
更根本的是，政治開放。
之後再去想帝國爭霸的事情。
