【Abstract】

Premier Liu Chao-shiuan encouraged students to possess characters as "knowledge, common sense, vision, insight, bravery and appreciation". These five characters are in fact having same rhythm in Mandarin. Ma hoped to promot, too, a "New Lifestyle" cultivating the nation's moral character, quality and taste. The slogans have same rhythm.
They just like to play with words very much.
The next game they know only and might play is "moral movement" which is the core value and technique in Chinese politics tradition. Qing played it well. Taiwan may soon fall into the Victoria ear.

聯合國大會在1947年以「經濟合一、政治分治」為原則，通過前英國所研擬「巴勒斯坦委任管理地」（Palestine mandate）的〈分治計劃〉（the Plan of Partition with Economic Union），同意讓巴勒斯坦委任管理地成立兩個國家：一為猶太國（以色列）、一為阿拉伯國（巴勒斯坦），以及一個置於聯合國下的「耶路撒冷市特別國際政權」（the Special International Regime for the City of Jerusalem）。

計劃中本來是「兩國」綁在一起同時取得國格的，結果變成以色列先建國。再演變成，對尚未建國的阿拉伯國有「設立條件」的優勢地位。

總之，是失衡。

在我看來，因為二次大戰主要戰勝國設計出戰功的報酬體系：美國負責消費，他國負責生產的模式，並以「負債準備」而發行的美元作為媒介，透過「美國援助─受援國進口資本財與原料」＋「受援國生產與出口美國─換取美元來購買美國國債」等兩套金流的LOOP走到極端（或期限已到）所致。

大家知道非改不可了，只是，多數人不知道如何轉換這套行之60多年的典範？要北京頭頭釋出手中金融資產，還是要美國人努力工作？一樣難吧～
