中時說：〈兩岸共識 我以觀察員參與WHA〉，外交部常次也言之鑿鑿。但在WHO憲章（組織法）中並未發覺「觀察員」的地位規定，只有「副會員」。
難道有其他可能性？如「逐年邀請（才算數）的貴賓」而不是可主動參加的正式資格？ 一年一簽，算是「聘僱」不算「佔缺」。外表看起來一樣，但沒有退休金。
假使是這樣，比「中國的副會員」，好還是不好？

Deputy Minister of Foreign Affairs Andrew Li-Yan Hsia outlined the meaning and importance of TRA in the 30^th anniversary of its ratification today. Hsia recalled the dates of TRA entering into forces (Jan. 1st) and its ratification (April 10th) but did not explain it further. He also pointed out there were attempts mimicking TRA in many countries, however, failed. The US is the one and only introducing a municipal law TRA, instead of a consular agreement, to exercise powers over the foreign territory Formosa and the Pescadores. See, some knows TRA in KMT.
Do you know that, too, DPP? Or just choose the easy way denying it.

這份判決雖是一份駁回的判決，但在述明理由中卻巧妙地確認許多事實，這等於是一份簡明扼要的台灣近代史，對美國政府、獨派、ROC和PRC都有【打耳光】的作用。它的可貴處在於陳述事實與法理，嚴格不觸及政治問題。台灣實然的地位因而自然呈現。… ...繼續閱讀

TRA was ratified by the US Congress on this very day of 1979. Scholars here and there write articles in memory of it. However, some are trapped in the same emotion of sigh as street walkers do. If we do not know the answer, how could we say anything in response the possibly change of TRA?

The point thus always be "why TRA, a form of municipal law of the US?" as well as "where the law-making power of TRA's comes from?"

2009年4月10日，是TRA通過30週年紀念。大師學者為文紀念，卻也向多數台灣人一樣流於感嘆情緒。TRA的最大疑惑：為何是「國內法」的形式，其法源從何而來？還尚未理解，談「因應」豈不為時尚早？
