Leviathan
Dictionaries define Leviathan as "a sea monster embodying evil." In
1651, Thomas Hobbes applied this term to the sovereign state. Three and
one-quarter centuries later, we use the term only when we discuss
government and political processes pejoratively, and then only when our
purpose is to call attention to the dangers inherent in an expanding
public sector of society.
