孩子, 先證明你比我強!
如果有一個國家的產業政策是:
這項政策的實質效果是構成極高的進入障礙, 政策保障既存廠商免於受到新進廠商的競爭, 讓現存廠商繼續坐享管制租, 不過我想接下來管制者會理所當然的以該產業非屬競爭市場為由, 伸手介入廠商的經營。
就我所知, 很多創業者一開始都只有很簡單粗略的想法, 都是先做再說, 邊做邊學, 摸著石頭過河。還有很多創業者雖然對現有產業運作模式不滿, 但是先進入該產業摸清楚門道, 看到該產業的不效率處, 想出改善措施而成功的。上述的政策沒有給新進廠商嘗試錯誤, learning by doing 的機會! 也沒有給新進廠商先摸清處現有遊戲規則後, 再創造新的經營模式的機會! 書讀得不夠多, 我在想, 曾經有過任何國家透過這種方式成功的改變產業體質? 或存在透過管制成功發展特定產業的例子嗎?
以下是某特定利益團體的政策建議:
政府機關對於新申設的新公司, 必須嚴格把關, 如果不能證明將採取不同於現存公司的營運方式, 應該與以否決。

mmm, very interesting propositions this group has.
I don't know much about the industry of cable TV in Taiwan. But this "only new business models are allowed" idea does not make much sense to me. I believe high intra-industry rivalry leads to high customer benefits. Porter's five force model provides some guidelines about creating an industry of high rivalry:
1. Lower(eliminate) the entry barriers.
2. Lower(eliminate) the exit barriers.
3. Offer buyer substitute products (may be through subsidizing expensive alternatives to existing News channels??).
4. Cap the price of TV commercials.
5. Impose a lowest salary policy to whoever is on the payrolls of TV stations.
I never believe the claim (or whining) of TV network executives about how "competitive" their industry has become. Well, the fact that all of the products offerings from these networks are highly identical suggests that their lives are not tough enough. If life is really tough, they (at least some of them) will try to fortify their competitive positions through differntiation. This industry is more competitive than 20 years ago. But I'd say the incumbent players are not seeing enough competition. That's why these network executives are not making efforts to improve the quality of their shows and journalism.
