【前言】
當全世界都在探討全球暖化、氣候變遷這個『不願面對的真相』的同時，如何有效的保護環境資源不再持續惡化，從而對抗暖化速度，便成為本世紀初最重要之使命。台灣身為全球一份子，理應以實際行動加以因應對策，祈試圖自整體國土綠資源網絡中加以探討及整合，進而以全國綠地系統之重整規劃中，作為實質環境規劃政策之一項『綠色革命』。廣義的綠地應具有生態環境與社會經濟雙向功能，從空間階層體系來看，包括社區、都會區、區域、國土乃至於地球村之整體自然環境生態系統，而從國土資源利用角度來看，討論對象應涵蓋海岸保育軸、濕地系統、國家公園保護區系統以及城鄉綠地系統。據此，內政部營建署希藉由國際論壇形式，探討內政部營建署下轄四單位之綠地系統相關業務於面臨全國氣候變遷下之時代新發展與新視野。
本次「2007全國公園綠地會議」除了是宣告整合性、網絡性綠地系統新時代來臨外，亦將跨越時空背景，綜論市鄉規劃局、國家公園組、都市計畫組與綜合計畫組此四大部門經營管理之實務經驗與面臨課題，會中邀請來自美國、荷蘭、日本、香港等國外綠地系統各領域專家或組織首席管理者，發表有關「綠地系統發展新策略」專題引言，並誠摯邀請國內主題領域的專家學者參與圓桌會議之討論，以凝聚各組局共識與研擬未來任務方向。另誠摯邀請各大專院校老師、學生及關心本次議題之社團人士及公部門單位參與本次會議，希望藉由國內外專家學者之互相交流，凝聚各界對於全國綠地系統之共識與價值觀。在此誠摯邀請您們參與本次研討會，敬請共襄盛舉。
